Hugh Dugan is president of Multilateral Accountability Associates, where he advises on the $80 billion “multilateral organization industry” based on his book The New Multilateralism. He served as Special Assistant to the President and Senior Director for International Organization Affairs at the National Security Council in 2020. As Acting Special Presidential Envoy for Hostage Affairs in 2019, he enabled the rescue of Americans languishing abroad.  For 26 years, Mr Dugan negotiated thousands of UN resolutions as a diplomat and Senior Adviser to 11 US Ambassadors to the UN. He graduated from Georgetown University, the Fletcher School and the Wharton School.
