Robert Blackwill

Robert D. Blackwill is a senior fellow at the Council on Foreign Relations, focusing on US foreign policy, China, Russia, the Middle East, South Asia and geoeconomics. His recent book, Lost Decade, coauthored with Richard Fontaine, was published in June 2024. Blackwill served as deputy assistant to and deputy national security advisor for strategic planning under President George W. Bush. He served as US ambassador to India, where the government honored Blackwill with the Padma Bhushan Award in 2016. He previously taught at Harvard’s Kennedy School and held key diplomatic roles, including serving as a special assistant to President George H.W. Bush. His notable publications include Lee Kuan Yew and War by Other Means. Blackwill has authored several reports on US–China relations and Taiwan military contingencies.
