Joy Hyvarinen specializes in freedom of expression, in particular issues related to national security. From 2021 to 2023 she was a member of the board of freedom of expression organization Finnish PEN, part of the PEN International network. Joy was previously head of advocacy at Index on Censorship, based in London. Before that, she led the nonprofit Foundation for International Environmental Law and Development from 2007 to 2015, focusing on sustainable development, with particular regard to climate change and related human rights issues. Joy was an Associate Fellow with Chatham House (the Royal Institute of International Affairs) from 2000 to 2007. She has served on the Board of the Verification Research, Training and Information Centre (Vertic). Joy speaks English, Finnish and Swedish.
