Heather (Heldman) Neeman is the managing partner at Luminae Group LLC, a geopolitical risk advisory firm, where she leads the firm’s advisory and education practices. She also serves as an adjunct faculty member at the University of Cincinnati College of Law. Heather served as an advisor in the Office of Special Envoy for Guantanamo Closure at the US Department of State and worked on counterterrorism and law of war issues in the Office of the Legal Advisor. She joined the State Department as a Presidential Management Fellow in 2015. Heather earned her bachelor’s degree in ethics, politics and economics and her master’s degree in public health from Yale University, and got her juris doctorate from the University of Cincinnati College of Law.
