Uttam Prakash is a Regional Provident Fund Commissioner with the Government of India, currently heading the Kochi and Lakshadweep regions under the Employees’ Provident Fund Organisation. He previously served in Kabul as Fair Competition Adviser to the Islamic Republic of Afghanistan, where he played a key role in developing the country’s Competition Law and Policy during the Karzai administration.
His work and research interests span social security, digital governance and public policy reform, particularly in the areas of institutional trust, state capacity and administrative efficiency. He writes frequently on economic development, governance and public institutions, with articles and commentaries published in leading national and international publications.
Mr. Prakash is an alumnus of the Lee Kuan Yew School of Public Policy (LKYSPP), the International Institute of Social Studies (ISS), Indian Institute of Management Visakhapatnam (IIMV) and the Delhi School of Economics (DSE).
