In line with the EU policy regarding the countries bordering the Mediterranean and the Middle East, EMA was launched in Hamburg, Germany in August 2008. The Euro-Mediterranean Association for Cooperation and Development (EMA) is a registered association in which companies, associations, state-run and non-governmental organisations, as well as private individuals, unite as members for close socio-cultural and economic cooperation and development, with national sovereignty, the right to self-determination and peace being closely observed.

The EMA region includes:

• Germany

• EU-associated southern Mediterranean countries

• The members of Gulf Cooperation Council (GCC)

• Other members of the Arab League
